Well, it’s in Facade, so if you’ve gone to your village or anywhere else in the meantime, go back to the city in the desert.
Once you’re back in Facade, go to the entrance to the King’s Mansion, in the east of the city. Talk to the guard standing to the right of the big door. If you’ve completed the quest where you return the prince back to the mansion, the guard will be very grateful to you. As a token of appreciation, they will give you the Royal Compass.
