You’ll find her during the first act of the game, in the main town. After you’ve completed your first quest in Act 1, talk to Akara, and you should get the option to reset stats/skill points. Mind you, this is not something you’ll be able to do ad infinitum, but only once per difficulty level. At least it’s free.
The second option is definitely not the best, but it’s not without its use – just start over with a new character. If you’re unhappy with your character even after you’ve used Akara’s reset, you might as well reroll from the top. While there’s no limit to how many Tokens of Absolution you can make, farming the Essences is quite the chore, so you still need to think twice whether it’s the right moment to respec.
