There are several ways Pokemon evolve in Brilliant Diamond and Shining Pearl. Reaching levels is the standard way, but special items and even trading have to take place to evolve some Pokemon. One statistic you need to consider in some cases is friendship. Roselia, Lopunny, and Chimecho, will all need high friendship levels to evolve. Not only is friendship required to level up certain Pokemon, but it also makes Pokemon perform better. Friendship takes a while to gain. That is unless you have the Soothe Bell. This item can increase friendship rates by around 50%.

Once you get the Soothe Bell, you can give it to a Pokemon via your bag. Only one Pokemon at a time can use it. When your Pokemon battles it will gain friendship much quicker than it would without. You can change and swap it from one Pokemon to another as you wish.

The easiest place to get Soothe Bell is in the Pokemon Mansion. This is located on Route 212. Go into the building, then travel to the first left corridor. Take the second room on the right. A maid will be waiting in a room. Very kindly, she will give you the item for free.
