The large structure above on the cliff is the house you need to reach.

Climb up onto the roof of the left small house.

Get to the other house from here (you can go across some rocks on the left)

Once on that house cross the roof with your goal being that staircase you can see straight ahead on this screenshots.

… and upon entering the room you will see the document in the left corner.
