Once you complete the Main Story “Mission 2: New World” you’ll get access to the Safehouse. Go to Main Menu -> Open Campaign -> Go to the SafeHouse. In Safehouse look for Data Vault (a large terminal) and press the secret button located in the top left corner of the screen. Once you click on the button you’ll start the secret Dead Ops Arcade Mode 2.
