First thing first, let’s explain what’s the prerequisite for you to be able to participate in zone events. The Zone Events content is only available once you complete the game on normal difficulty. This will unlock new levels of difficulty, which essentially work as four separate worlds: Hell 1, Hell 2, Hell 3, and Hell 4. In order to switch the game to Hell 1, you need to be at least level 60 or above.

Once you reach level 60 with a character, the Hell 1 difficulty will unlock. Switch to Hell 1, and the Zone Events content will become available to you. The Haunted Carriage is located in the Ashwold Manor area. It sits near the southeastern entrance to the zone, on the road that leads to Eastern Gardens. When does Haunted Carriage in Ashwold Cemetery Spawn

Even when you unlock zone events on the Hell 1 difficulty, that still doesn’t mean that the carriage will always be there. As a world event, it has specific times when it occurs. Zone Events are available each day from 9 AM to 11 PM (Server Time). During this time, the Haunted Carriage event will happen once every two hours. For the exact time, you can always check your info panel, on the left side of the screen, where your quests are listed.
