The Yelan special dish in Genshin Impact is Dew-Dipped Shrimp. What you actually need to cook in order to get this meal is Stir-Fried Shrimp; you just need to prepare it with Yelan. If you do, the dish has a chance to become Dew-Dipped Shrimp. Eating this raises the Shield Strength of the entire party by 35% for three hundred seconds, aka five minutes. It has no effect for other players that might have joined you in co-op, which is a bit of a bummer. Then again, that’s how most dishes in the game work.

Back to the matter at hand. We’ve already mentioned that Yelan’s specialty is just a cooler version of Stir-Fried Shrimp. You can get the recipe card for that dish from Verr Goldet, the owner and proprietor of Wangshu Inn in Liyue. It’ll cost you 5000 Mora. The ingredients necessary for the Stir-Fried Shrimp, aka Dew-Dipped Shrimp, Yelan’s Special Dish in Genshin Impact, are four Shrimp Meat, three Flour, and three Snapdragon. Take these resources and cook them using Yelan. If you’re lucky enough, it will come out as Dew-Dipped Shrimp.

Considering that the rarity of this meal is just three stars, I’d assume that your odds of getting it will be pretty good. If not, well, just keep trying; it’ll drop eventually.
