By default, you shout or yell at civilians in Payday 3 by pressing up on the d-pad if you’re using the controller, or the middle mouse button (aka the wheel) if you’re playing on mouse and keyboard. The problem is that the developers have focused a lot on buttons changing their purpose depending on the context. So, you first have to aim at the group of civilians. However, unless they’ve already noticed you, that will only mark them for you. So, you have to aim your reticle at them after you’ve gotten their attention (or get their attention after aiming at them), and then hit either the scroll wheel on your mouse or up on the d-pad. This will make all of them get down on the ground, giving you a clearer view of the level and preventing unwanted casualties.
