If, on the other hand, you choose to talk to Popola first, she will send you to the Junk Heap to do some quests. At the end, you’ll unlock a vendor and the opportunity to upgrade your weapons.

One thing that you have to know is that this choice does not impact your progress in the long run. It doesn’t change anything in the story either, as far as we know. Again, all that changes is the order in which you do the quests and unlock fishing / weapon upgrades.
