To get the bike in Pokemon BDSP, aka get the bicycle in Pokemon Brilliant Diamond and Shining Pearl, you basically just have to play the game until you get to Eterna City and explore around for a while. First off, talk to Cynthia in front of the Team Galactic Eterna Building, aka the tall skyscraper with spikes in the north of the city. She will give you the Cut TM. The next step is to beat the gym boss in Eterna City to actually be able to use Cut.

Now that all of that is done, you can cut down the trees in front of the Team Galactic Eterna Building and actually go inside. Go through the whole building fighting members of Team Galactic until you get to and defeat the boss, Jupiter.
