Quite far into the game, you visit a series of lakes that are being plagued by Team Galactic. The final one is Lake Acuity, and it is here you can get Rock Climb. You need to be at Mount Coronet. You have two options to get there, either via Eterna City or Celestic Town. Follow Route 216 until it connects with 217.
A snowstorm should appear making it hard to see what is going on. Travel forward until you see a Pokeball in the snow. There are three, laid out in a line, almost like a trail heading Northwest. The final one will be behind a wood cabin. You can go inside and talk to the guy, who will tell you he dropped Rock Climb. Collect the Pokeball behind the cabin to claim your reward.
