Yes, Blitzle absolutely can be shin in Pokemon GO, so you can use the Spotlight Hour event to increase your odds of catching one. By “increase your odds,” I mean they’ll be higher by default. Since Bliztle will be spawning way more often than normal, it stands to reason that you might have an easier time of running into a shiny one. Granted, your chances will still be really low, but way better than usual. By the way, telling a shiny Blitzle apart from a regular one is relatively easy; the former is dark blue while the latter is the usual dark gray / light black.
