There are several potential solutions for the Mass Outbreak not spawning, or not appearing, or not showing in Pokemon Scarlet and Violet. The first one is pretty simple: it might be the wrong time of day. Sometimes, the Mass Outbreaks include Pokemon that can only spawn at night, or in the daylight. So, just wait patiently until the time of day changes. Another thing that can prevent you from participating in Mass Outbreaks is that you haven’t gotten far enough in the game’s main story. You need to get to the Academy and start the Treasure Hunt. Only then will you be able to see these events. Don’t worry, this happens fairly early in the main quest.

The third and final solution we have for the Mass Outbreak events not working in Pokemon Scarlet and Violet is actually a bug fix.
