You have to beat the main story in order to gain access to a lot of post-game content. Five star Raid activities are a part of said content. After the credits are done, Jacq will tell you that you can now find these Raids. They spawn all across the map, and it seems to be mostly random. Look for black Raid crystals; those should be the higher-level activities. If you want six-star Raids, then you need to beat rematches with all Gym leaders.
