To find the Collection Room key in the Tales of Arise Exlore Riville Prison Tower 1F Battle Atop the Tower, as soon as you find yourself in the Entrance Plaza of the prison, head to the door in the south that leads you into the Southern Block area. From there, head into the further of the two side rooms on the right. In there, you’ll find an NPC called Civil Observation Bureau Agent. If you chat with them, they’ll tell you that the Collection Room key is somewhere in this block, but they don’t tell you where.

So, what you need to do is head out of the room and into the side room on the left that’s directly opposite from the one you just exited. Head into the far right corner of the room to find a small horse statue on top of a white cabinet. You’ll see that there’s a key hanging on the statue.
