At the time of writing, only people from Canada and India can participate. I don’t know whether using a VPN might work or not. Probably won’t hurt to try, at least. Also, you need to apply as soon as possible, because the link will be removed once the developers meet the quota. Unfortunately, as you’re reading these lines, that might have already happened.
