This quest will open up once you have reached Chapter 2 and done the Observation Deck questline. After that, a quest called The Crimson Moon will appear on your map. Go to that location and use the Phonebox to talk to Ed. He will task you with collecting some data. Go to the locker he was talking about nearby and open it. Inside is a gadget called the Observation Device. Pick it up.

The next part of this quest requires that you climb up three tall buildings and point the device straight up at the moon so that it can take the necessary readings. The locations of these buildings will be visible on your map, just look for the tallest buildings in those areas. Getting there can be tough, as you will need to find the exact route needed to climb them. If you have unlocked the Amenotori X Grapple skill, this will be much easier to do.
