To make a Potion of Water Breathing in Minecraft, the first step is to make a Brewing Station. For that, you’ll need one Blaze Rod and three Cobblestones. Blaze Rods can be found in Nether fortresses, and while you’re at it, get at least one more Blaze Rod and make sure to collect Nether Warts, aka the mushroom-like things. Also, make sure to get a Puffer Fish and a Water Bottle.

With all that in your inventory, craft the Brewing Station and use the other Blaze Rod to make Blaze Powder. Open the Brewing Station and place the Blaze Powder in the leftmost box. Next, place the Water Bottle in one of the boxes at the bottom, then put the Nether Wart at the top. Wait for the Awkward Potion to complete brewing and put the Puffer Fish at the top slot. Boom, that’s how you make the Minecraft Potion of Water Breathing. You can add a Redstone to prolong its effect from three to eight minutes. If you can, you should definitely take that extra step.

If you want to futz with it further, you can also add some gunpowder to your Potion of Water Breathing to make a Splash Potion.
