When you start the game, you will spawn in one of several starting Territories. The most reliable way to find some saltpeter is to follow the main quest. When you arrive at the main City of your starting Territory, you will receive a quest to go to a nearby cave and kill the Corrupted Chamberlain there. The exact name and location of the cave changes depending on which Territory you are in, but the quest is always essentially the same, and the cave is always close to town.
