The best counters against the Therian forme of Tornadus in Pokemon GO are Pokemon with Rock, Electric and/or Ice attacks. All of these do about 160% damage to Tornadus. On the other hand, Fighting, Bug and Grass attacks do just 63% damage, while Ground Pokemon do a pitiful 39%. Makes sense, considering that Tornadus is a Flying-type creature. - Raikou (and Shadow Raikou) with Thunder Shock / Volt Switch and Wild Charge / Thunderbolt

- Therian Thundrus with Thunder Shock and Thunderbolt
- Rampardos with Smack Down and Rock Slide
- Zekrom with Charge Beam and Wild Charge
- Rhyperior with Smack Down and Rock Wrecker
Pokemon GO Therian Tornadus Best Moveset
The best moveset for the Therian Tornadus in Pokemon GO, and I do mean the absolute best, is having Gust as the Quick Attack and Hurricane as the Charged Attack. This combo grants you the most DPS, so it’s ideal for when you’re on the offense, but it also works pretty well for defense, too. Now, granted, if you square up against a Pokemon that takes less damage from Flying-type attacks, you’ll be in trouble. Probably best to swap your Tornadus out for someone else if that happens.
Of course, these aren’t the only moves the Therian Forme Tornadus can have. When it comes to Quick Attacks, the other option is Astonish, which is a Ghost-type move. There’s even more variety in Charged Attacks, including Focus Blast (Fighting), Heat Wave (Fire), and Psychic (obvious). So, feel free to mix and match to your tastes and needs.
