Ursaring requires a peat block before it can evolve into Ursaluna. These items are a new addition to the Pokemon franchise. They are quite rare, but you do only need one to begin the evolutionary process. Searching in the Crimson Mirelands is the most likely place you will scoop one. How to Evolve Ursaring to Ursalina Pokemon Legends Arceus

When you have your peat block, you can begin the evolution only if you are under the light of a full moon. Following the moon cycle is a new feature added to Legends Arceus not present in other Pokemon games. It is very accurate, changing the moon from crescent, full, and back to crescent as in-game night changes.

Travel to a camp and sleep until midnight. Once you wake, check the moon. The Brava Arena is a good place to see it accurately. You will need to keep sleeping at night until the full moon arrives. We have a full guide on Pokemon moon cycles here.

Once the moon is full, go to your inventory. Select the peat block and tap on use. Look for Ursaring and it should tell you the item and Pokemon are compatible. You can then use the peat block and begin the evolution.
