There are several potential solutions for the Mass Outbreak not spawning, or not appearing, or not showing in Pokemon Scarlet and Violet. The first one is pretty simple: it might be the wrong time of day. Sometimes, the Mass Outbreaks include Pokemon that can only spawn at night, or in the daylight. So, just wait patiently until the time of day changes. Another thing that can prevent you from participating in Mass Outbreaks is that you haven’t gotten far enough in the game’s main story. You need to get to the Academy and start the Treasure Hunt. Only then will you be able to see these events. Don’t worry, this happens fairly early in the main quest.

The third and final solution we have for the Mass Outbreak events not working in Pokemon Scarlet and Violet is actually a bug fix. Namely, it seems like Pokemon that are supposed to be in the Outbreak sometimes appear in walls or in the ground. Because, you know, Scarlet and Violet are not exactly the most glitch-free games out there. If that happens, you can simply go on a picnic to reset the spawn. You might have to do this several times.     The issue I’ve been having is that I never get more than 3 to spawn after leaving a picnic, period. I can sit there all day after leaving a picnic and I won’t get more than three until I drive and pan the camera around

      If you are only getting a couple Pokémon to spawn in an outbreak after a picnic just run from the area (or fly) and come back. Sometimes when you picnic you are too close to the spawn points they are trying to use

      Dealing with this exact issue with Mareep. Almost nothing spawns & Mareep are common in the area already so that makes things confusing…Idk what to do.

    My outbreaks haven’t hanged for the past three days! It’s all the same spawns in the same locations. I’ve exited out the game and reloaded, still only showing me the same outbreaks.
