Apparently, the solution here is to switch the bugged version of this file and replace it with a working one. The file is called “oo2core_9_win64.dll” and exists in the root directory of your TLOU install folder.
As claimed by S5AurA, the working non-bugged version of this file can be found in games like FIFA 23, Warframe and Destiny 2. Hence, if you have these games installed, you can copy the file from there and replace the one in your TLOU folder. Alternatively, you can download it directly from this link.
