You can’t miss it, but it’s not the first pool of sparkling water you’ll see unless you look around. After you water it, an ice sculpture is going to appear. That’s how you know you can proceed. Next, water the pool at the far end of the room, past the pillars with the missing gems. Another statue will appear, and that will complete this step.
