You can find Roselia on Routes 212, 221, 224, 225, Trophy Garden and Great Marsh. To evolve Roselia into Roserade is even more complicated. This requires the use of the Shiny Stone. There are three places you can get this in Pokemon Brilliant Diamond and Shining Pearl.
The first is from Iron Island. One is on Route 210, south of the pit between the climbable rocks. The third location is on Route 228. It will be at the end of the bridge between the two Pokemon Rangers.
