How to Increase Stagger Damage Bonus to 200% in Final Fantasy VII Remake Intel Report?

To increase your stagger damage bonus to 200% in the remake of Final Fantasy VII and complete Intel Report 12 Stagger Effect 3, you’ll have to rely on Tifa. Find Chadley, and start the Fat Chocobo VR mission. Yes, I hate fighting the chonky chocobo too, but remember, it’s just VR. Anyway, when the battle starts, switch to Tifa. Use her Unbridled Strength ability twice to boost her Triangle attack before the enemy goes into stagger and make sure to have an extra 2 ATB bars at the ready.

When you use Unbridled Strength twice, this will turn Tifa’s normal Triangle attack (Whirling Uppercut) to Omnistrike first, and then into Rise and Fall. So, what you want to do is unleash all three Triangle attacks in succession, one after the other. Then, use Unbridled Strength twice again, and repeat the process until you pull it off. Another method you can try is to use Tifa’s True Strike. You can only use this ability if you have the Purple Pain weapon, which you get in Chapter 16. Lastly, you can also use Aerith’s Mythril Rod (Train Graveyard in Chapter 11) and its Ray of Judgement.

All that said, after a bit of practice, the method of buffing Tifa with Unbridled Strength should work just fine. You can do it on normal mode without much trouble. And that’s pretty much all there is to it.
