Master Blacksmith is a craftsman that can make the best weapons in The Witcher 3. In order to get access to his services, you need to do a quest first.

In this guide, we’re going to show you where to find the master swordsmith, and how to get him to make a weapon for you.
Where to find Master Blacksmith
He can be found in Novigrad, near the docks. He is allegedly a dumpling salesman, and his name is Hattori. You need to talk to him to start the quest “Of Swords And Dumplings”. It is intended for level 24 characters. You’ll need to fight a lot of enemies during it, so you probably won’t be able to do it earlier than level 20 or so.
After you’ve finished the quest, Hattori will reveal his true trade and agree to craft amazing weapons for you.
It’s bugged for me too. One of the subquests’ fights started while I was doing another quest and an npc that you shouldn’t be able to kill actually died.
I failed this as well. You can till find him at his house though. The door was locked, but I was ble to climb up to the roof of his house and go in a window and talk to him.
done it at lvl 15
Guys what is the quest for this because he’s never at home, I think I skipped it
lol i did it at level 12 lots of quen shields and dodging
Lol I did this at level 3, just dodged everything and let the other guys do the work… Took me about 40 mins doing the last quest 😛
I tried at Level 7. Just canceled it and waited to level up. Level 18 now and going back to Novigrad to try it.

I tried to go in the window but he wasn’t there just some pirate npc that you can’t interact with any help please
