One merchant has set up a tent and is proudly displaying a cage with allegedly a Basilisk inside.

A different type of lizard

As you talk to the nearby troops about the beast (which is actually a wyvern not a basilisk), it will rampage about, trashing the cage and attacking everyone close by as the merchant escapes.

You can either fight or flee, and the quest ends there.
